Decisions of the Board of the Eurasian Economic Commission dated 02.07.2014 No. 98 ‘On the Instructions on the procedure for registration or denial of registration of a goods declration’ and dated 17.07.2014 No. 127 ‘On introduction of changes in the Instructions on the procedure for completion of goods declarations’ (hereinafter, EEC decisions) came into effect on 01.07.2015.
The EEC decisions introduced the following changes in the procedure for completion and presentation of a goods declaration (hereinafter, GD) to the customs authority:
- Compulsory submission of a list of documents has been abolished. A new centralized electronic archive of declarant’s documents (hereinafter, EADD) has been created, while previous archives are not available (except for continuing customs procedures opened before the new version of the album of formats of electronic document forms came into force);
- Information on documents on the basis of which the goods declaration is completed shall be provided in section 44 of the GD;
- Requirements as to how to complete some sections in the GD have been changed.
