It became known that the Federal Customs Service (FCS) displayed another initiative to reduce the personnel of the Rosselkhoznadzor (Russian Agricultural Supervision). No increase in the customs staff is expected, though. A representative of TRANSLOGIX shared his opinion in regard to what is going on with journalists of ‘Logirus’ portal.
“At present, the Federal Customs Service has no employees on the staff to carry out such a mechanism. Considering the staff reduction in the FCS, upon the transfer of the phytocontrol function to the customs, it is necessary to reduce a part of Rosselkhoznadzor employees and transfer them to the FCS. Then it will progress more quickly, and a new regulatory framework will be created”, – the interlocutor of ‘Logirus’ believes. It should be noted that formerly the FCS already submitted a bill to the State Duma, under which some Rosselkhoznadzor functions of the quality control on the border would be undertaken by customs officers. If the bill will become law, the government will independently decide where in the pilot program the new mechanisms will be tested. We also note that the new rules will apply to goods coming into the RF over the Far East and on the border with Estonia.
It will be recalled that for the first time such an initiative of the FCS was already announced in March 2013, but rejected by the Ministry of Economic Development. However, experts believe that if the FCS will succeed in obtaining some
Rosselkhoznadzor functions, after several years the system will revert to the one now existing. More detailed material can be found on the portal of “Logirus”.
