On a number of occasions, a minimum set of documents is sufficient to confirm the customs value:
- Export declaration for current delivery
- Price list and /or commercial offer
- Order / pro forma invoice for current delivery
In most cases, a complete set of documents is required to be submitted for goods with a low customs value.

The customs office is entitled to request other documents from the participant in foreign economic activity.

”On the determination of the customs value of goods moved across the border of the Customs Union”.
Decision by the Customs Union’s Commission dated September 20, 2010, No. 376
”On the procedures for filing declarations, control, and adjustment of the customs value of goods”.
Order by the Federal Customs Service of Russia dated February 14, 2011, No. 272
”On the approval of the Instruction for carrying out a check of the correctness of the declared customs value of goods to be imported (imported) into the customs area of the Customs Union, and the Regulation of actions of customs officials in the control and adjustment of the customs value of goods”.
