State Duma Committee on State Construction and Legislation at a meeting in Monday supported the second reading of the bill on the abolition of fines in 150 thousand rubles for exceeding the dimensions of the transport up to 10 cm if such violation was recorded by cameras.
The initiative was submitted to the Chamber by the deputies of the New People faction. Parliamentarians proposed to supplement Art. 12.21.1 (“Violation of traffic rules heavy and (or) large-sized vehicle”) of the Code of the Russian Federation on administrative offenses by the provision that the excess dimensions up to 10 cm, fixed “operating in automatic mode special technical means”, that is, cameras, should not entail administrative responsibility.
Government amendments for the second reading, which the committee recommended for adoption, it is proposed to delete from the above article the provision according to which for the fixation of such an offense by cameras a fine of 150 thousand rubles is imposed. In the accompanying materials, the authors note that it is necessary to take into account inflation of the cargo vehicle awning in the wind. “This increases overall the parameters of the cargo vehicle by an insignificant amount, is temporary and does not affect road safety. In this case the application of administrative penalties is an excessive measure capable of lead to negative financial consequences for the business”, – stated in explanatory note.
