Electronic procedures for issuing veterinary and phytosanitary certificates will be available only through the My Export platform
From July 3, 2023, applications in electronic form for issuing a phytosanitary, including re-export, certificate and from September 1, 2023, applications in electronic form for issuing an export veterinary certificate and permission to export controlled products will be submitted exclusively using the My export”.
“We continue to work with Rosselkhoznadzor to make the process of obtaining permits for exporters more convenient. Where companies used to collect a stack of papers and go to departments, now they simply apply online. At the same time, very soon it will be possible to submit an electronic application for obtaining certificates exclusively through the My Export platform, which will provide access to unified optimized procedures for obtaining the necessary documents and make the whole process even easier,” said Veronika Nikishina, Director General of the Russian Export Center.
To obtain a phytosanitary certificate, a company needs to select the “Phytosanitary Certificate Request” service on the platform and submit an online application for a phytosanitary certificate with information without scanned copies of documents. The company can choose a territorially convenient department of Rosselkhoznadzor to issue a certificate and receive a preliminary notification of the existing restrictions of the country of import.
The term for issuing a certificate through the My Export platform will be 1 business day. Information about the issued certificate is immediately sent to the personal account of the company. The entrepreneur only needs to receive a paper document – according to the norms of international law, when exporting goods abroad, the customs authorities of importing countries still accept certificates only on paper.
Also, on the My Export platform, you can request in electronic form a conclusion on the quarantine phytosanitary state of products, which is necessary to obtain a phytosanitary certificate.

In order to obtain a veterinary certificate using the My Export platform, an entrepreneur only needs to submit an online application with information that is automatically obtained from the Rosselkhoznadzor systems. Additional advantages of using the Service at the request of a veterinary certificate are the choice of the time and place for issuing the certificate and documentary verification in electronic format within 8 working hours, which means that you can correct the shortcomings in the information before inspecting the products.
In this case, the inspection of products is carried out according to the QR code generated by the Service without presenting paper documents.
Also, on the My Export platform, you can request in electronic form a permit for the export of regulated products.
